Chi Ling Chan
Founder, Director • Equitech Collective
Chi Ling is Founder and Director for Equitech Collective, and Consultant for the World Health Organisation. She was formerly Deputy Director at Open Government Products, Govtech Singapore, and concurrently served as Deputy Director at the Ministry of Health (Information Technology and Data Group) and Smart Nation Digital Government Group (Special Projects). She began her Singapore public service career as a Strategist within the Prime Minister’s Office, where she developed experience in economic strategy, strategic planning and futures, as well as manpower planning for the healthcare sector.Outside of her professional roles, Chi Ling is Senior Fellow with the Equity Initiative, under the Atlantic Fellowship for Health Equity in Southeast Asia, and serves as Board Member for Better.sg and the Digital Committee for the National Volunteer & Philanthropy Centre. Chi Ling graduated from Stanford University with a Bachelor of Arts in Political Science (Honors) and Masters of Science in Symbolic Systems.

What is BEACON?

BEACON is Better.sg’s annual flagship conference, created to bring together changemakers across tech, government, and civil society to explore how technology can serve care, connection, and community.

In 2023, we launched our inaugural edition with leaders from Carousell, The Majurity Trust, Homage, GIVE.Asia, HERA Digital Health, and better.sg projects.

2024’s edition drew over 250 participants, gathering policymakers, entrepreneurs, and grassroots leaders to spark cross-sector dialogue and showcase how #techforgood is shaping real-world impact.

What is better.sg?

Better.sg is a platform which brings volunteers together to explore how we could use technology to address social issues and empower non-profit organisations. Our mission is simple: to create a better Singapore through #techforgood.

Since Better.sg was founded in 2020, we have grown to a community with more than 2,300 volunteers. They include software developers, designers, data scientists, product managers, digital marketers, all of whom are committed to using their skillset to assist non-profit organisations and social causes.
